Is it illegal to put a glass or plastic frame over your car license frame here in California?

You may NOT mount anything over the plate which obstructs or obscures the visibility of the plate / the plate numbers / registration stickers / etc.

It is pretty much up to the police officer who's checking out your vehicle if a "clear" glass or plastic frame over your plate is an "obstruction". (i.e., you put a piece of glass over the license and it becomes fogged due to climate changes - it's now an obstruction... if you put a piece of plastic over the plate and it becomes scratched - it's now an obstruction.)
