I made a mistake while applying touch-up paint on my car. Can i remove it and start over again?

I made my touch-up paint job kinda sloppy. I applied the base coat, then a layer of clear coat. Is it possible to remove everything and start over again? It has been about a day now.
If i put on the thinner, will it harm the surrounding original paint?

yes, you can start over again, but you will have to sand it back down and put the primer back on it again.
