Velux leaks after the snow?

I had my Velux windows in a couple of years, and they appear only when a leak snowed. The leak appears as patches of moisture (drip appears in the distribution) in the lower corners of the bands on velux the roof. I flash edw grooved tiles. Someone suggested a neck rail and drip. Any ideas suggestions would be helpful? Sounds like accumulation of snow / ice is not allowing moisture to get down quickly enough. The water builds up behind a mirror and crazy enter areas above a line flashes.
