Why not check engine light go?

1998 Mustang. Smogged my car today failed for two reasons, there no check engine light and no speed sensor. The speed sensor that I knew, the speedometer is dead, but never knew why. The light check engine is not really a surprise. Related? I took my script and see the lights, actually lit the bulb with the belt motor safety bulb Chck, I knew it was good. Not yet reached, so it's not a topic of discussion. Interestingly, when I had everything connected back up and started my car, my theft light kept flashing. However, if you know the bulb is good, follow the circuit. sidelined in the unlocked position and put a voltmeter on the son, which plugs into the engine light. see if you get a voltage.
