Please help, I'll buy my first car?

I was looking for 1999 Mustang GT 5-speed 35th Anniversary and BBK HEADERS, BBK SPRINGS, PULLEYS Underdrive X PIPE FLOWMASTER, kenne CAMBER KIT BROWN, Cobra R Hood, 18 "WHEELS COBRA (versus 18 / 8 rear 18/10.5), Roush side exhaust KIT, HID headlights, KIT STAGE 3 CLUTCH, K & N intake, etc.. It also has keyless entry, and the Mach 1 stereo. but what worries me is that it has a rebuilt title Kentucky and the guy wants 9 grand For Car i need help what should I do, because if I buy the car you have to ger is subject to inspection by road worthy please Can I help you do not know what to do

As reconstruction means that the car was destroyed. 9 Grand Car reconstruction is too much they do not know what kind of damage that really, or how much repeat what has been done. In general, have a job @ ss in them. My advice is to stay far away. All Cars come with a rebuilt inspection to prove that they can go on the road, unless checked vechicals thats a double, all have been renovated to be inspected prior to sale.
