Omfg, I saw this deck, and the first words in my mind were "OOOOOOOOOOOOOOOOOLLLLD SKOOOOOOOOOOOOOOOOOOOL!"

the tournament place I go to once had a tournament that banned All Cards after the LOD set, which left us with LOB, MRL, MRD, PSV, LON, and LOD, along with anything fron those tins. this reminds me of that tournament.

if your aim was to make a good deck but as old as possible, I have to admit, you did a great job. unfortunately, if you want to "modernize" this deck, it's going to need some MAJOR reconstructive surgery.

lets start with spirit ryu. it isn't one of those cards where you can say "hey I wanna use this effect" and discard a dragon monster. you have to have a card like Bronn, mad king of dark world, which lets you discard a card from your hand when it does damage (in case you don't know, there's a whole list of cards that have cool effects when they get discarded fromt he hand by a card effect [not counting costs] like getting special summoned and destroying cards.) spirit ryu has to go.
wall of illusion used to be a frikkin pimp-ass card. unfortunately, since they started making a lot of 1900 attack 4 star monsters, it kind of lost its legs. there's 2 cards that would be excellent substitues. marshmallon and spirit reaper. neither can be destroyed by battle. excellent for long periods of stall.
summoned skull used to be the pimp. I'm going to thank you again for bringing back those memories (intentionally or not) anyways, there's a new card called frostosaurus. it's got 2600 attack, 100 over the summoned skull. even better than that are the monarchs. its a series of 6 star monsters that all have 2400 attack, 1200 defense, and really good effects when they're tribute summoned. if you only have 1, I would go with raiza. select a card on the field and return it to the top of it's owner's deck. it keeps them from drawign a good card for one turn, and if you pick the right card, it can really wreck up their life points.
dark magician. unless you have a dark magician/spellcaster deck, this probbaly isn't the best card choice. goodbye, make way for frostosaurus or another monarch card.
koumori dragon. yea... they have lvl 4 cards with 1900 attack now that are freely available, unlike have gemini elf used to be, so you probably want to get rid of this one.
twin headed behemoth. good card, good card.
winged dragon...yada yada... #1. make way for an alien shocktrooper, archfiend soldier, or mad dog of darkness. there are hundreds of others that I wont take the time to put down.
neo the magic swordsman. he's not a 1900 attack monster,but at least he isn't 1400. might wanna take him out for something better when you find it though.
lord of D. Old school card, but still frikkin awesome in a dragon deck. keep him 100% might even want 3.

not many people have cards that heal their lifepoints like dian keto anymore. bad reaction to simochi died with them until recently when they started making cards that heal your opponent. Gift Card : "your opponent gains 3000 life points." soul taker: "destroy 1 monster on the field, your opponent gains 1000 life points." these are what my deck is based around.
believe it or not, aside from only allowed 1 monster reborn, inferno tempest, heart of clear water, and pot of greed and change of heart being banned, your spells are fine.

gorgons eye has to go. just... no...

If you had tyrant dragon, put in brain control, and did a little tinkering with the trap defense and the 4 starred monsters, this could be a completely functional deck.
